A lavish commemoration of the ability of those in government to accomplish nothing: The 1915 New York Constitutional Convention was the seventh state convention, and the first of three during the 20th century. It proposed numerous changes to the constitution, none of which were adopted (though they were reintroduced with some success about ten years later). As was customary with such endeavors, though, each of the 168 delegates received a personalized, leather-bound copy of the constitution as a memento - this volume belonged to Hon. John Parmenter, a Republican from the 42nd Senate District.
