iv, 115 pp. "The facts of the Fort Ontario Emergency Refugee Shelter are this: after receiving a report from the Treasury Department detailing the Nazi extermination camps in Europe, President Franklin Delano Roosevelt in January 1944, signed an Executive Order creating the War Refugee Board. The WRB sent representatives to Europe to select 1,000 refugees to come to America for the duration of the war. The refugees (ultimately 982 of them) had no legal status and were required to sign a form consenting to return to their homelands after the War."
