Includes black-and-white photographic plates and numerous statistical charts throughout. The New York State Department of Highways was created in 1908 by the Highway Act, and a three-member Highway Commission was appointed in 1909. Based on the list of staff for the commission on page 5 of this work, membership was expanded to include a commissioner, three deputy commissioners, a secretary, and a secretary to the commissioner, along with headquarters support staff and more complex divisional organizations.
